Open-source research is only usable as evidence if the material can be produced again later in the state it was found. Collection is therefore built around capture and dating, not around search alone.
How Public Material Is Captured
Point-in-time capture
Pages are preserved with their retrieval time and address so that later removal or editing does not erase what was relied on.
Source classification
Each source is recorded as primary record, secondary reporting or user-generated content, because the grade a claim can reach depends on it.
Corroboration routing
A claim from a single source is queued for a second independent source before it can move beyond unverified.
Lawful Collection Boundaries
Collection is limited to material that is publicly accessible or lawfully supplied by the client. No account is created to obtain restricted access, and no access control is bypassed.
Where material exists but cannot be reached lawfully, the report records that the question remains open for that reason.
Limitations
Public sources are incomplete, mutable and sometimes deliberately misleading. Capture preserves what a source said; it does not establish that the source was correct.
